On July 30, 2015, the 2015 Biannual Meeting of the Beijing Intellectual Property Development Salon, sponsored by Beijing Intellectual Property Protection Association, and the "Forum on Industry Transformation and Innovation in the Intellectual Property System" were ceremoniously held at Beijing Jade Palace Hotel. As the most influential forum in Beijing's intellectual property (or IP for short) community, the forum's biannual meeting attracted a large number of senior officials and important figures from IP-related authorities, businesses, and organizations, including Pan Xinsheng, Vice Director of Beijing Intellectual Property Office; Han Xiucheng, Director of the Intellectual Property Development & Research Center of the State Intellectual Property Office; Jin Wuwei, Associate Inspector of the Education, Technology, Culture, Health, Physical Education, Intellectual Property Division of the Legislative Affairs Office of the State Council; Liu Mo, Director of the Informatization and Industrialization Fusion Office of China Academy of Telecommunication Research; Wang Ze, Deputy Secretary General of China Trademark Association; Huang Hui, Senior Partner at Wan Hui Da Intellectual Property Agency; Wu Yangyi, Operating President of China Region of “.SHANGBIAO” (dot trademark in Chinese) Domain Registry; and representatives from famous businesses like Siemens AG, Founder Group, Xiaomi, Huawei, and Beiqi Foton Motor Co., Ltd. Along with many other participants, these officials and important figures took part in discussions about how to introduce reforms and innovations into the current IP system. Moreover, over 100 representatives from Beijing's IP community and business circles attended the forum.
Now that the "Internet Plus" initiative had been incorporated into China's national strategy, how to transform the Internet Plus IP industry became the central topic of discussion at the forum, with the question of how to apply the "Internet Plus" initiative to the IP industry in a down-to-earth fashion as a front-and-center issue for everyone engaged in IP-related business who attended the forum to consider. At the forum, all invited guests came to the conclusion that although the fusion of the IP industry and the Internet represents an unavoidable trend and will enjoy bright prospects, a variety of challenges is to be met when taking concrete action to bring it to fruition. Over a dozen online IP service platforms specializing in trademarks and patents have emerged in the IP industry to date, including zhiguoguo.com, kuaizhihui.com, and quandashi.com. Many of them employ a zero-service-fee policy, thereby creating a big impact on the existing IP service industry, but whether this Internet-enabled O2O (Online to Offline) approach to business can adapt to the IP service industry as a highly specialized field still remains to be seen.
At the forum, ".SHANGBIAO" Domain Registry delivered a keynote speech, in which it shared with the audience how as a globally generic top level domain reserved solely for right holders to trademarks it had created an approach to business that combines the Internet domain name and trademarks, with a view to helping such right holders make public their rights to their trademarks and so setting itself apart as an innovative online IP service platform. ".SHANGBIAO" Domain Registry's registration rules stipulate that the registration or use of a domain name in its domain correspond exactly with the registrant's rights to its trademark, and that the domain name actually registered be in agreement with what is indicated in the registration certificate of the trademark in question or any other information submitted to apply for registration of that trademark. ".SHANGBIAO" Domain Registry imposes a set of strict registration rules and tasks a team of professionals with examining domain name registrants and the domain names they want to have registered as their own.
The innovativeness of its system lies in the fact that the correspondence between the trademark and the domain name registered for that trademark in its domain makes it easy for people to link a domain name registered in the system, like a conventional trademark, to any product, service, individual, business, or organization the corresponding trademark refers to when distinguishing between various sources of information about that product, service, individual, business, or organization. This innovative feature makes it easier for both netizens and consumers to find, locate, and distinguish the various sources of information about commodities and services by reducing the confusion over and difficulty in using and recognizing trademarks on the Internet caused by failure to use a single trademark online and offline; as a result, the possibility of purchasing fake commodities or services or being tricked into entering a phishing website and therefore suffering losses is reduced. Moreover, trademark right holder, attaching importance to such rights and trying to protect its trademark, also hopes to make public and protect its rights to its trademark on the Internet and make sure that its trademark is uniformly expressed, managed, used, and promoted both online and offline, with a view to preventing its trademark against various sorts of infringement, including counterfeiting, and therefore protecting its commercial interests on the Internet.
During the forum and free discussions after it, quite a few experts approved of not only the innovation introduced by ".SHANGBIAO" Domain Registry as an administrator of a top level domain into the Internet Plus IP industry, but also the widely held belief that only by introducing various service models and innovations into the Internet Plus IP industry at various levels can the IP industry and the Internet be fused, thereby opening a new chapter in the development of the IP industry.
